There are different parts of BBC content management. Parts of it are, as you say, stuck in the 50s and other parts are driven to compete for attention with the tabloids.
It depends whether you get the part of the BBC which believes it is part of the establishment entrusted with the nation's tradition and integrity, or the newer part driven by newer heads to grab their share of all viewers/readers, not just the ones that they approve of.
I'm not explaining it well, but hopefully you get the point - both parts co-exist.
