AIUI, for DC alone, POTUS is effectively in command of the (state) National Guard, unlike the other States, where it is the Governor under normal circumstances.
That might go some way to explaining the difference in the two circumstances.
It was widely reported last night that the Secretary for Defence (who presumably has the next level authority) had declined to call out the NG, though a request had been put. It was then, at a late stage, reported that Trump had finally authorised them (though it is also reported this morning that it was actually Pence).
