This sort of effect has been a thing in London during prolonged high pressure/still air since the industrial revolution. It was what allowed the great smogs before smoke was reduced.
How much is vehicle pollution is a more open question. I seem to remember that analysis of air in similar conditions a few years ago delivered a surprise result; a lot of it was smoke from wood burning stoves.
