I'm surprised the unaffected proportion is as low as 8% but however the numbers pan out I suspect those people are in the outer boroughs. There's also the same issue that led to the challenge to Livingston's 'Fares Fair' policy forty years ago; without the tube South London has worse public transport than North London.
