Border controls between France, Germany and Benelux were removed 20yrs ago. The driver was cross border trade in a free single market. The sheer volume of goods/people crossing the borders then, never mind now, meant controls were either non existent/cursory or caused massive queues. Checking every entry and exit with open borders embedded in people's trade and work is utterly impractical.
What proportion of the workforce in Geneva lives over the border in France?
Land borders crossed by multiple roads were always permeable. UK couldn't seal up the land border between NI and the Irish Republic during the troubles.
As a family we crossed from France to Spain, then still a dictatorship, and vv unchecked in 1973 using the coast road between Cebere and Port Bou. Controls were often only manned during daytime.
