Air con should be serviced every two years. The AC System needs to be used in order to prevent some leakage through seals. So if you haven't used the system for a long time and you are not getting very cold air through then most likely it has leaked passed seals. Full tank of fuel for a re-gas? I wish. Cost me £85 to fill up the other day, can get a re-gas for half that.
Totally true about the cost saving rubbish mind, its more expensive in fuel to have you window open than have your air con on. They do need re-gassing at some point, the way in which they are made/designed. A temp check will show you how effective your air con is. A digital temp gauge in an air vent, on an optimum system you should get 4 degress or so.
