No, he's not dreaming. I sacrificed 5 minutes of my life and watched that bit of TG to see what he was talking about.
Indeed it is a rev counter with one needle behaving as you would expect. The second needle moves down from 12 ish to 10ish as the first needle moves from 30 to 40. (x100). So the second needle is not engine speed, nor gear changing pointer or tick over measurer. And it moves.
It's a Smiths dial, predictably. I have no idea why it has a second needle, I'll have a Google about.
