The so called Protection of Freedoms Bill is due it's 3rd reading in the Lords and subject any 'ping pong' with Commons will soon be law. Section 54 outlaws clamping. Much less welcome however are Section 56 and Sched 4 which allow enforcement of parking charges on private land against the keeper.
Provisions in Sc4 about ticketing and notices to keeper are similar but not identical to those governing council car parks. There are still gaps to be filled by secondary legislation and by setting up of a (privately/ sponsored and run) appeal mechanism.
