When petrol is £20 per gallon , road usage will fall dramatically...
The entire forecast assumes:
population growth (At present England is the most densely populated state in the world - states over 10 million inhabitants and the forecast assumes growth , growth growth)
Continuation of cars becoming relatively cheaper to buy and run.
Oil prices not rising exponentially.
Given the industrialisation of the world and China's growth straining supply of everything in the LONG term...there must be a finite limit to growth..

Perhaps we should be thinking in terms of a £5,000 subsidy to take a car off the roads, than to put another one on them.

Some quite sobering assertions here. Sort of explains congestion.
23% of car journeys are less than one mile for example...

Not even the most densely populated in Europe (Netherlands takes that). Taking England alone, and excluding small islands and city states we're 6th but 18th taking the UK as a whole.
If the small places were included we're outside the top 50.

Holland is densely populated but in the seventies lots of money was spend on cycle paths in the majority of towns. We have a primary school near us and the amount of cars arriving in the morning with kids is fast.Walking and cycling would be a good idear for short distances.
