Removal of HGV from English Roads

I propose we force all HGV's at Dover with destinations of Wales, Ireland and Scotland to be transferred to Rail in transporters similar in design to the Chunnel Freight cars. The HGV would be unloaded at rail terminals near destinations and charges relative to fuel charges. This is proposed to remove thousands of HGV's from English roads and reduce CO2 usage on slow moving haulage. The alternative benefit of Drivers would have at least 3 hours rest in the UK, The Government would be asked to setup teh scheme with Private investment and enforce compliance of the system.

Roadside signs are so prolific, and ru doubt in a driver's mindral signs are frequently covered by foliage, and are often accidently unseen. To save the cost of speed limit sign manufacture, installation, maintenance and night lighting, and to remove any doubt that might be in a driver's mind; I would propose that 20, 30, and 40 mph speed restriction signs should be removed from carriageways and roadsides and be replaced with different coloured road surfaces. A black surface might be retained for 60+mph.
