If the council have identified it as a public health issue do they not have a duty to clean up, rather than going round and spraying with range coloured paint?

Difficult one to balance, if they clean it up quietly negligent owners will just adopt the "someone else will be along to clear it up" attitude. Maybe this might persuade a few at leas to clear up after them (some hope)

Probably more effective to spray the offending owners and their dogs fluorescent orange.

Round here there is a maximum fine of £1000 for not clearing up dog poo. A few of those dished out would sharpen up the offenders.
With typical Germanic oppressiveness some towns/cities require all dog owners are required to submit a DNA record for their dog so that coils of filth found on the streets can be traced and the owners punished.

You do have to wonder at the state of peoples minds though, disturbed would be putting it mildly.
Someone who takes their dog on our favourite local walk picks up and bags the stuff in blue plastic bags and then leaves them on the footway....this despite the fact there are several dog poo bins around.
Agree with hitting the offenders in the pocket, it's the only way to change them.

I always bag and bin the dog poo except for last week's output!
You simply cannot pick up liquid with a carrier bag, thankfully it was in long grass!
However, after 24 hour fasting (have you ever tried starving a lab for 24 hours?) things are back to normal again!

A lab will tell you its ~Always~ being starved.

I always used to take two bags with my dog. If it needed more than that the only thing of any use was blotting paper.

I have a roll of bags in a special holder on the dogs lead.

I did put some sawdust down on the deposits he left in my back garden.
