I have always thought that speed limit signs within a red circle at road works are mandatory, even if there is no visible evidence that anyone is actually working; for instance, on a Sunday. Am I correct?

All red circle speeds are advisory, they're tuned to wet weather & busy traffic conditions. When those aren't the prevailing conditions, the are the minimum legal speed.

Signs with a red bordered circle are mandatory, black borders are advisory.

Minimum speed limits are on a blue background.
