Location is interesting.
Western Europeans in background, The guy in the back looks slightly Slavic, the trees are not western European natives, and the architecture is far eastern foreground with colonial fake rococo/gothic background suggesting a Spanish or Portuguese colony.

Looks like a Russian plate to me. Volga estate in the picture too, they don't travel well.
I think the car is a Daewoo Tico.

I think it's a Panda. It would be unmistakable with the tailgate shut. There was a Seat Marbella, which was based on the Panda but I don't think it was one of the Fiats licensed to be built in Serbia by Zastava. That one's had plenty of time to make its way easy, though.

Granted, the front end looks like a Panda, but the tail lights and general shape of the rear end don't say Panda to me.

Judging by Google Image results the rear lights don't look right for a Tico, unless there's different model variants.

A bit of googling (found www.numberplates.com , which has a section on styles by country) backs Alanović's suggestion of Russia. And the lack of door handles and the lower-door pressings / mouldings says Panda or something Panda-derived. Ticos, whoever made them, seem to have door handles.

My money is on it being a relative of a Mk1 Panda - the earliest of the old ones ~ circa 1982, give or take two.
in addition to the generic shape being correct,
the crease down the side is right (although the grey finish below it is missing), the way of opening the door, and the lack of bulge over the rear wheel arch are all right.
the back lights are right
But the drivers door glass is wrong - the earliest had a sort of quarter light arrangement, later ones had a single piece of glass:

Going by the number plate, it's Russia or Tajikistan. I think they are the only ex-Soviet countries who still use the "small-upper-case-letter-at-the-start" format. Armenia's a possibility too, I think.
I recognise the palatial building in the background and am racking my brains but can't think what/where it is specifically.

Well, if you wind the clock back nearly 30 years, that Panda was a good little car.
Most who heap scorn on them have never owned one, or driven it the way the Italians intended: huge fun in such a cheap/minimalist package. Comfortable, and capable of shifting huge loads too.

My first car was a Panda 1000 fire. The engine though puny was unburstable, and could maintain max speed all day if required. As max speed was an indicated 83mph my licence was in no danger from such antics.

Is it not a Lada? I can't remember the name of it, but they made a city car in the same basic shape as the Panda MK1, but it wasn't a Panda, just a poor copy. They were never sold in Western Europe.

Really amazed Lada have lasted as long as they have selling this crap, it seems even the Russians think they are crap now.

Always been interested in poor cars, I don't know why but I find cars like the Oka very fascinating, and it makes me feel lucky to have relative luxury in my Panda.

I had no idea either; hats off to Rats. Perhaps there's a market for a magazine about crap cars in poorer countries, so cash-strapped Brits can feel better about their own tatty motors that look swanky by comparison. We'll need a title: I suggest Hen House.
