As per the title - I can't access C4P unless I am using a VPN.
It's the same on all devices chez Zippy but I can access it elsewhere.
I'm guessing that either C4P has blocked my IP due to the hacking problems earlier in the year or my ISP has blocked C4P?
Any advice please?

That sounds plausible but I didn't know we did that.
I'll ask - can you provide your external IP address (I think you have my email addy, if not use the report button)

What's the symptom(s)?
Are you getting a message implying you're blocked, or can you just not "find" the site.
There were a number of DNS issues with the site, and it might just be a hangover from that. (I'm working on the theory that a VPN would do it's own, more recent, DNS lookup, which might be a wrong assumption).

ERR_CONNECTION_TIMED_OUT
Thanks

Have to say that I reported the same thing when I try to connect via a work PC with either Chrome or Edge with this site being blocked.
Works fine for other 'car' sites.

Well, it's far from definitive, but one cause of that could certainly be DNS issues.
I'd try to flush the DNS cache (it won't cause any additional issues, it just clears the cached lookups).
You could google how to do it, but assuming Windows here's one example (under the "How To":

I had this the other day. Try using the full url, including the https part.
i.e. www.car4play.com
