I wonder what the 2400kg limit refers to. I would think the prime suspect would be MGW, in which case my reasonably high-spec XC40 limbo-dances under it, but higher spec Honda CRVs wouldn't.
It will also catch out a good number of (heavier) EVs (for instance all versions of the VW ID4).
I don't necessarily lump all these into the "Chelsea Tractor" category.

I think the heaviest ID4/5 is 2.224 tonnes, considerably under the proposed limit of 2.4 tonnes

VW's website shows the MGW/GVW of every version as being over 2400kg (unless I'm misreading). ULW is below 2400kg.

On the other hand if it's kerbweight or whatever current nomenclature is it's mostly behemoths.
However there will be hard cases in the margins and lost of difference between models of ostensibly same car.

That was my guess. My Outlander would get under it at 2260Kg.

Ironic, innit! They state: "These heavier vehicles typically produce more emissions". Large BEVs with a damn great heavy battery are likely to be affected, despite having no exhaust emissions.

I think the issue for the council is about the dimensions of these things as much as emissions.
If electric models are caught when similar ICE cars would not the regulations can cover the relevant case.
