Paying an invoice - MD

I am lead to believe that a garage cannot retain one's motor until a bill has been paid. Am I correct in this assumption or am I blowing in the wind?

I've a rellie, who's refusing to pay an invoice and so the garage won't release the motor. Pointed out, if it's not SORN'D, then they're liable for penalties.

All the garage have to do is put it on the road outside and make a phone call!
