Regardless of the other rights and wrongs here, I'm pretty sure driving at somebody who has to jump out of the way will not end well for the driver.

Well, unless the person in the road is a 'Just Stop Oil' protester. They seem to be fair game, judging by comments on the Daily Wail and 'news' outlets of a similar persuasion.
