The handball one is amazing - if the women don't wear tight and brief bikini bottoms we'll fine your team. WTF? I'll bet there's some lawyer somewhere trying to work out how he can turn that into a law suit.
As for the other one....

Sounds like someone passed an opinion rather than an official judgement. Inappropriate, but nonetheless only an opinion. Surely, all the governing body has to do is make their position clear.
