That sounds like Area level, e.g. GL (Gloucester and surrounding area). For me, Area level is 66, District level e.g. GL7 (Cirencester) is 1.

I'm surprised that seemingly only 7% or so of drivers have points. I'd guess it's about half the people I know!

Pretty much average here.

As Manatee says it seems to be at area level. In our case area is one of two postcodes that form a 'doughnut' around Northampton. Area is comprised entirely of rural villages a few of which are mini-towns, largely dormitories for Northampton and a wider travel to work area bounded by London, Oxford, West/East Mids etc.
