Dunno, debateable. Its not type approved, (which is not a fail point) and it does prevent the wrong colour light being shown.

I think you'd be fine if the blocking stuff was on the inside.

And I agree with Zero that it is debatable, but I suspect most places will simply err on the side of caution.

Indeed. Probably wise to fix it using a relatively cheap brokers yard part before the test rather than an expensive new one after it's failed.

Is that the indicator lens? If so, then the bulb is probably orange or there's an orange sleeve over it, in which case I doubt if white light would be shown.

MOT tester's manual gives reasons for rejection:
obscured so that less than 50% of the lamp illuminating surface is visible from the front or rear as appropriate
and
shows light of an incorrect colour
