Typical local authority thinking behind the comment, 'A spokesman for Devon County Council said the seven men were employed by a private contractor, adding the work being carried out was ‘not at the expense of the taxpayer’.
Who the hell does he think is paying for the contract?

I build and sell service packages in a different but comparable field. Some of our work is done for us by local service providers, and we pay them a flat fee for each job. It's of no concern to us whether they send one person for half an hour or ten for a week (although in that case our customer might ask what's taking so long) so it's entirely possible in this case that the number of people involved here is not - directly at least - increasing the cost to the taxpayer.
|
Whilst not directly billed to the LA , it increases the cost base of the (sub)contractor which will be reflected in future tender prices. Fixed price lowest tender will always find a way of either passing on additional costs or cutting corners.

It's a lot more than seven. There's the spokesman employed to give silly answers to start with.
Then there will be a traffic light department, a chief traffic light inspector, a deputy traffic light inspector, a traffic light engineer (bulbs), a team of traffic light investigators, a cones organisor, an assistant ............ etc.

You've probably got on of those illegally imported PCs, and they can tell.

And not one of the idle 6 offerering to hold the ladder.

Judging by the nice clean high viz gear they probably do not want to risk their "suits".

I couldn't understand which one was actually working... oh yes - the one with the arrow.
|
They are busy guarding a traffic cone each, it looks like a rough area.
