I'm fairly sure thats a spoof, but a dangerous one given the lunatics who think they are in charge.

Even as we speak some apparatchik's bosom is heaving at the thought of such a quango, the petty powers that could be wielded right to enter etc, large salaries gold plated pensions, gongs for the target makers, golden handshakes for those who open the wrong door.
