Looks as if the guy was utterly useless but had them over a barrel in some way. They had to butter him up to avoid worse things, endless court cases for unfair dismissal and so on.
But they won't be able to say that will they?
Serves them damn well right for tolerating the carphound in the first place.

Probably just incompetent.
As it happens the local school head where the boss is on the board also retired a couple of years ago after 25+ years. There was a big do with a barbecue then too. It was organised by the PTA and everybody who went took their own drinks and bought their food. No school funds involved at all - it didn't even cross their minds to use school funds.
