In the US, sales increased by 41 per cent in March compared to a year earlier despite having fallen 16 per cent year on year in January; and by nine per cent year on year in February.
Much of the achievement can be attributed to a raft of incentives introduced by the company that gave buyers discounts of up to $2,250. They ranged from interest-free loans to discount leases, but Don Esmond, a senior executive at Toyota Motor Sales USA, believes that customers also continue to have confidence in the vehicles’ safety and reliability.

If users suffered, then why the fine money goes to govt.?

Most likely Toyota made more than $16 million profit by not rectifying this error in the first place. For them, $16m hardly a big money.
Though the reputation lost often difficult to measure in long run.
