 Removing spray fence paint - Fullchat
Most fence paint these days is water based.
Range of options. I'd start with WD 40 on a patch and see how it goes.
White UPVC cleaner is available from places that sell UPVC products. Its a mild abrasive. They may also stock UPVC solvent cleaner like this:
