Toast is much the same: bread will brown when it's received the necessary amount of heat, regardless of the rate.
Actually, a higher powered toaster could be argued to make nicer toast. Because, if you brown the outside of the bread faster, there is more moisture surviving in the inside of the slice of bread. Admittedly, not much moisture survives, but does make a difference.
Also, like the kettle, make toast slower with a lesser powered element, you use more - not less energy.
Years ago, there was a report produced in the EU as the first step to producing a directive on the subject of radio transmitter powers. At the time, the electromagnetic field intensity proposed would have banned mobile phones, the use of police radios if anyone was in sight, and the Crystal Palace TV transmitter would have been illegal even 20 miles away. The report was discarded thankfully, I was on one of the committees that objected, we never had to mention our interest as TV transmitters, Police radios and mobile phones were a big enough issue on their own.
