its a dual fuel one, electric and/or CH hot water, there is an oil filled manifold where the heating element goes. Usually the oil is a silicon based one. No idea where you get it tho

Not seen one of those. The normally have an element that goes into the towel rail a bit like an immersion heater. This sort of thing.
