Google doesn’t seem to be particularly helpful as maybe I’m searching for the wrong thing, but this feels like reinventing the wheel…
The requirement is for the leader of - and ideally both parties in - a Teams call to be able to scribble on a virtual piece of paper.
It seems a touch-sensitive plug-in PC monitor would be helpful. But this needs to be laid flat on a table to be comfortable in use. And it needs to support some sort of pen, as writing with a finger is going to become tedious, not to say illegible.
I don’t think I’m asking for the impossible?

Does it need to be shared?
What can a whiteboard do that a shared Powerpoint or Word document cannot?
Drawing freehand perhaps?

Could you use a tablet adjacent to your computer, also linked to Teams/Zoom, with a drawing app?

you need to search for a graphics tablet. this one works with MS power point and word so I would think it will work with teams (no guarantee)

should work, at the end of the day its just an input device, like a mouse, windows has the drivers

I think Google etc are bamboozled by the term 'Whiteboard'. Loads of results for those things you have on the kitchen wall for household messages written with a drywipe marker.
