Some photographs were accidentally deleted from an iPhone.

1. If the iphone has previously been synched with the computer, should they be on iTunes somewhere? If so, where?

2. And should they be on iCloud somewhere, and if so where?

My iPhone auto synchs with iPhoto on my laptops - iCloud should retain them but only if you actually set it up to do so, and you'll need IOS5 or later (I think)

I'm on a PC. Is iPhoto something that should have been downloaded as well as iTunes?

And where do I find them on iCloud? (I know they're there as when they gave me a new ipHONE they all uploaded automatically to the new one.)

iPhoto is an application on Apple computers. It is not available on a Windows PC.

Have you logged into iCloud to take a look?

You must be on the Cloud then (so to speak) - iPhoto, as Rob says, is a photo program on Apple computers.
