Could this be the first glimmer?

I agree that policy, whichever party is at the helm, is driven too much by alarmism and scaremongering. Whether that's true in climate change where there does seem a broad scientific consensus is a different question.
I don't think Andrew Turnbull's Cambridge degree is in a science subject.

Do you need a science degree to know that the world is still coming out of the last ice age?

If we are, that makes his statement:
"Lord Turnbull also pointed out that ‘by and large humanity has prospered in the warmer periods’."
A little superfluous, as there hasn't been a "warmer" period

...I don't think Andrew Turnbull's Cambridge degree is in a science subject...
And if it were, I don't think it would make him any more qualified to comment.
Universities churn out too many clever idiots.
We are talking common sense here.

I thought by now people realised that whether or not climate change is real/true is wholly irrelevant so far as the policies surrounding it are concerned.

If you are implying that the climate change theory is wrong, then no, it is not the first glimmer. Nor is it right.
What is wrong is this, spending by Councils on huge salaries for "sustainability" officers in the name of climate change:

Whilst action is needed, there needs to be a better cost/benefit analysis before the UK spends millions or billions on ineffective measures. The money should be spent where the most benefit can be gained - i.e. in the BRIC, CIVETS, and VISTA group of countries.
“BRIC” — comprised of Brazil, Russia, India, and China.
"CIVETS" - Colombia, Indonesia, Vietnam, Egypt, Turkey, South Africa
"VISTA" - Vietnam, Indonesia, South Africa, Turkey and Argentina
