I did some research on this, having once attempted to grow garlic and ending up with what is technically called "solo garlic" or "single-clove garlic".
There are two types, apparently. One is immature "normal" garlic, which has failed to develop from the individual cloves that you plant, expecting them to become bulbs each made up of many cloves. Conditions like drought can cause this.
The other type is the true single-clove. Apparently this originated in China (like so many things these days) and will never develop into multi-clove garlic. It is normally much milder than the latter and if you want your garlic really powerful don't choose it.
If you're interested, there is a variety of pink garlic grown in and around the village of Lautrec in the south of France which is extra-powerful.
If I was using solo garlic I'd be thinking of roasting it as a side-vegetable.
