Why oh why....

Do HMRC (and before that the Inland Revenue) seem to issue me a new tax code for the coming year then a week or so later send the letter saying either I owe them some tax from last year, or they owe me, which results in a further new tax code letter.

I was expecting this years' underpayment, but I can remember this happening on multiple occasions before, when I was in employment. Just seems inefficient, as the letters are often only days apart.
