This is curious...

Essentially over recent times and until recently China has been the investor that dirty projects go to. This would appear to be about to stop.
Of course it could be because China is serious about cleaning up. Or it could be that China felt it was giving everybody else a get out of jail free card by continuing to fund projects so that the 'clean' West didn't need to. Perhaps they feel that this will be both a pressure and a financial pressure upon the West.
Either way, it's going to make a difference I think.
