Given the deceased's age though you'd think he'd have had more experience/sense.

I do.

But given that it is necessarily run through the town/village centre it ought to be pretty easy for the local municipality to control it. They have pretty daunting authority over locals.

As far as the bull is concerned it's a little difficult to see how it could be less regulated. And I DGAF for the people.

And in any case, less is better.
