I think its more of a case of the west being less tolerant* of its common source of trouble history, and the subsequent increased intelligence.
*Driven in part I think by the desire to bring India on side to act as a front line against Chineese expansion and influence.

Cricket teams have been on/off touring pakistan for quite a number of years. Some go, most don't. Instead Pakistan play their 'home' games in the middle east, usually the UAE. Their version of the IPL has been played there as well.
Even when teams do tour, not unknown for players to drop out citing security concerns.
