From the bit I've seen of the video, looks like an ammunition failure.
Old rounds stored by god knows who and where. Probably not the best idea to extract the previous round with the last round he fired.
Looked like that anyway, if you can afford 100 a round, buy an extraction tool.

I didn't watch all of it but he made a comment along the lines of "I assumed it was normal Army surplus" implying that in fact it was not.

He was at pains to make out he had done nothing 'wrong', I wouldn't bet on it. Not knowing exactly what the ammo is, is not a good start.
A commentary from a disinterested expert would be good.

Ammunition stored over-long would sure lose "hotness", not gain it.
The video reminded me of the purchase of an old Savage .22, intended for standard rounds. (Old enough to have an hexagonal or octagonal barrel.) I decided to try it out with a stronger type. The bullet left the gun by the muzzle but some of the case shot out of the election opening and into my right eye. Miraculously, the bits did not penetrate and a doctor managed to wash them out.

Does this mean it's legal in the USA to buy and use armour piercing ammo as a civilian? Seems to be taking the right to bear arms a bit far.

It is depending in the state, generally speaking only assault weapons are widely banned, and thats classed as a rifle regardless of its calibre.

Some states are bringing in no license concealed carry laws. And they wonder why police shoot anyone on site if they twitch a hand
