Our local bike sharing scheme is popular doing quite well. Thinks can quickly get out of hand though.

An appalling waste. What on earth can be the rationale behind it?

There's no rationale - it's what people in rich countries do to keep up appearances or help the government to lessen inflationary pressures by disposing voluntarily of unwanted national output.
Look at our own breakers' yards, council tips, builders' skips, council tips. Loads of perfectly useable stuff, but fashion says you have to have a new xyz every few years or you aren't living and keeping up.
