Pretty much - it is because you can't charge residents of another EU country for something you provide for free to your own.
Nothing stopping you charging groups from within your own nation though (hence rUK is charged to stop them swamping the Scottish Unis). If Scotland had become independent, and if they had remained in the EU, then English students would be entitled to free tuition in Scotland.
A UK citizen going to Uni in another distinct EU country will be treated as if they come from that nation.
