Dont know if any engineer type folks are on here?

There are major roadworks going on in my area and in a couple of locations I have noticed huge "floods" adjacent to them. I am talking the size of a football pitch but filled with water.

I have also noticed similar with new build housing developments.

Is this a a specific engineering task as part of works like this as opposed to trying to drain away into existing pipework? What happens to it at a later point then?

On the housing developments, I know of at least 3 whereby when you enter the estate there is a fenced off area that seems to be for surplus water? Seems strange?

Sounds like they are using balancing ponds, a common solution on new roads and other developments.

Water runs off new hard surfaces much more quickly than the original soft ground. In this case the water can be directed into a balancing pond that fills rapidly but empties more slowly. The outlet is either a relatively small diameter pipe or a something more sophisticated such as a Hydro-Brake *.

This all reduces the risk of downstream flooding. The Environment Agency will insist that downstream flows are no higher than the pre-development values.

When there was a major expansion in our area a friend who is a farmer and lived all his life on a local farm advised me not to buy a house in this new build area. It was known to the local farming community as "wet land" and was not used for crop growing because it was often impossible to get farm machinery onto it. There were large water drain ponds built amongst the houses and there has not been a problem, (yet).
