Given this is the Daily Mail (but is reported in other sources if you prefer) I suspect it to be a half truth. But none of the sources seem to say there was any consequence for the refusal; is it not as simple as "refuse to do it, go to jail"?

It's presented in that inevitable DM inflammatory manner; if you are susceptible to such things, pop your blood pressure tablet first.
