During my walks on the prom, I've noticed that the majority of children put their right foot on the scooter and use their left foot to propel themselves along. Is it because they're left-handed/footed? I always propelled myself with my right foot.

It's because one should always mount a horse or a bicycle from the left. To do otherwise is a gross breach of etiquette ( doesn't everyone know that? ) Therefore, the right foot is naturally going to be the one on the footplate of the scooter.
Obvious, one would have thought anyway...

If you mounted a scooter from the left, in a similar fashion to mounting a horse or a bicycle, wouldn't your left foot go on the footplate?

Dear me no. That would be like holding your fork in your right hand. Allowances could be made for colonials I suppose but not British people.

When you mount a horse your left foot goes in the left stirrup, and when you mount a bicycle your left foot goes on the left pedal. So when you mount a scooter from the left your left foot goes on the footplate.

Ah but, scooters don't have stirrups or pedals. Therefore, the position normally occupied by those is substituted by the road surface immediately to the left of the footplate thus providing the opportunity for motive force.

Men mount horses and bicycles by swinging their (right) leg over.
Ladies mount bicycles by moving their right leg decorously across in front of the saddle (no cross bar).
Ladies don't mount horses at all - they sit with both legs on the left hand side.
