Can this paint be mixed and hand painted rather than been sprayed?

It's to paint a Edwardian Cast Iron fireplace which i can't remove to be sprayed because i would and before i look a plank walking into a automotive paint mixing shop i'll ask here.!

This says it's supplied as liquid, so I assume it's for hand painting. www.outrageousfinishes.co.uk/products/black_chrome_effect/
