two power lines have failed in the last week, one cable caused a death to a jogger , the other closed a rock festival....whats going on?

Many cables are old. Replacement program underway in outer darkest Staffs.

The festival one sounds terrifying. A live cable falling on a campsite full of drunk festivalgoers after midnight, how the hell did they evacuate them without any injuries?

I'm off to a festival in a couple of weeks (another tick on my to-do-by-40 list) and I don't intend to spend much of the weekend in anything approaching an evacuatable state.
