I disagree. Do you really want people out at 0800 when the kids are going to school, driving something very, very fast that they're unfamiliar with?
The most responsible option would be for the emergency services to utilise various racing circuits in the week when it's quiet, so that any familiarisation is done under controlled circumstances. Will never happen due to costs.
It is generally a good idea for people such as he to know exactly what their steed will do, trouble is every now and then human nature kicks in and someone overdoes it...
..but does that mean it should all be cancelled?

Looking at Gopogle maps it is mixed dual / single carriageway with industrial buildings - probably where I would prefer them to test.
But did he check the area for pedestrians / drunks first?
