Going through the courts.

RSA repairs their own insured car, gives bill to an RSA subsidiary to bill 3rd party insurer.

Other insurers query higher charges!

It was reported on the judiciary of England and Wales website which was where I and doubtless the BBC saw the story.

Suppose its rather like outsourcing accident claims. Advantage 1: the insurer keeps clean hands (or did!) Advantage 2: the CMC takes the blame for organising cash payments and inflated car hire charges. Advantage 3: off balance-sheet profits from the kick-backs.
