The examples given are a bit vague, and I'm not surprised there is a variety of interpretation.

What's a brake securing clip? Anything from a vital clip that stops the pads falling out, to one of half a dozen little plastic clips that stop a brake pipe vibrating.

Winscreen chip. How big? 1cm + or - a fraction? One tester judges it as just over, another as just under?

Track rod end wear. There is bound to be a tiny movement, but how much? Just over being acceptable, just under?
