Not got time to watch the You Tube now but there's certainly too much scope for things to to titzup.

Equally there are way to mant people who ignore tickets or who've not kept their address up to date at DVLA who are liable.

Indeed there will be a lot of legitimately issued tickets where drivers feel hard done to and try to play the system which I'm sure has developed to frustrate them in their cause. BUT there must be some human filter, with a sense of reason, whereby when presented with concrete evidence that a vehicle was cloned or stolen that they can withdraw the fine/charge rather than blindly going down a route where they will not engage in or acknowledge overwhelming facts thereby causing much needless work and distress for the victim.
