we’ve all been on roads , and thought is this a 20 or a 30 zone .
Are these zones ,about safety , or increasing fines .
If it’s the Former , why are there no rubble strips upon entering the 20 mph zone and upon leaving , or a different coloured tarmac - but why are the signs allowed where they’re about half the size of a 30/40 mph zone, and therefore easily miscible , what is the reasoning behind that .
MY conclusion , it’s all about fines

If they're miscible at least there won't be an emulsion of contempt for them.

If your theory was correct you would expect those implementing or receiving the fines would be the sam as those actually benefiting from them. They are not.
The local authority sets the 20mph limit the speed limit and the police implement them. Central government receives the fine. It is paid into the Consoidated Fund, in effect the Governmnet bank account.
There is therefore for no financial motive in either the local authority setting a 20MPH limit or the police fining you for exceeding that limit.
Your conclusion is therefore wrong.
It should also be noted that in mny areas, Norfolk included, there is very little or no enforcement of 20mph limits

From later this (Or next) month all built up areas in Wales will have the limit set at 20mph.
