Daughter’s partner mugging up on the Highway Code asked me where you would find the blue circular minimum speed limit sign. I’ve never seen one in fifty years of motoring. Any ideas?

Dartford Tunnel, I think.

Long time before I ever saw one and I was studying the road signs in Dad's Readers Digest from age 7 or so.
I Spy road signs enthusiasts might focus on Dartford & Mersey Tunnels as above.
Round here we have one on the Nene Valley Way (Northampton Ring Road) past Barnes Meadow Interchange that prohibits vehicles unable to maintain 25mph.
I can maintain 25pmh on a pushbike in the right conditions, but probably not up the gradient concerned.

The Clyde Tunnel in Glasgow used to have a minimum speed limit, don't know if it still has one. Perhaps one of our caledonian contributors might know.
