Watching The Motorway program on TV and they are using toe ropes to pull people off motorway?
I thought there was a law that that it had to be a fixed rod now?

If you're towed any distance then a pole tow seems to be standard. We were towed that way from central Sheffield to the recovery company's compound on edge of city where a flatbed awaited. That was 2012.
Not seen or heard of any prohibition on ropes (or at least not in England) and they're available on multiple websites inc Halfords. I've seen Traffic Officers using one for tow from breakdown in lane one of Smart M/way, presumably just to next refuge. The cars driver and passengers were in the patrol vehicle, one of the TOs steered the 'dead' vehicle.
